			<content:encoded><![CDATA[<p>As fewer Mexicans are coming to American and more are leaving, the ones seeking a better life in the United States are doing so legally. In 2000, less than ten percent crossed the border legally. Now, ten years later, <a href="http://www.theatlantic.com/international/archive/2012/05/the-rise-of-legal-immigration-from-mexico/257119/">50 percent cross legally</a>.</p>
<p>Most come on family reunification visas, which allows foreigners with family members or spouses who are permanent residents or U.S. citizens to enter the country. About 90,000 came over on H-visas, employment-based visas, in 2011.</p>
<p>More and more Mexicans are acquiring E-2 NAFTA and EB-5 visas than ever before. The E-2 NAFTA visa allows business investors from countries who are business partners with the U.S. to enter, and the EB-5 visa requires a $500,000 to $1 million investment and the creation of at least ten U.S. jobs.</p>

			<content:encoded><![CDATA[<p>Farmers across the country have spoken up about the complicated and slow federal H-2A visa program that allows foreigners to enter the country as seasonal agriculture workers. Many claim the government has made it too hard on them to follow the guidelines required to legally hire foreign workers.</p>
<p>Six senators from five states have written to the Department of Labor to express their concern over the H-2A visa program and the possible effects on the country&#8217;s food supply. They listed several instances of unnecessary administrative delays that caused domestic farms to be underemployed.</p>
<p>Other issues critics cite is the lack of Americans willing to work in agriculture and the foreign workers&#8217; vulnerabilities to abuse.</p>

			<content:encoded><![CDATA[<p>For the first time in decades, the population of Mexican immigrants, in the country both legally and illegally, has drastically dropped as many return to Mexican after finding few job opportunities in America.</p>
<p>According to the Pew Hispanic Center, the population of illegal Mexican immigrants living in the U.S. dropped to 6.1 million from 7 million just five years ago. Between 2005 and 2010, nearly 1.4 million Mexicans left the U.S. while Mexicans entering the country dropped to 1.4 million&#8211; canceling out net migration between the two nations.</p>
<p>Arrests at the border has also dropped tremendously. In 2005, one million immigrants were captured crossing the border; in 2011, the figures dropped to 286,000.</p>

			<content:encoded><![CDATA[<p>This week Alabama&#8217;s House of Representatives passed a new revision of its controversial immigration law, which supporters say makes the bill more enforceable. Now the bill will go to the Senate for approval before going into effect.</p>
<p>Some of the changes to the bill include exempting schools from reporting their students&#8217; immigration status, suspending businesses&#8217; licenses for 100 days (up from 60) for hiring an illegal immigrant, and giving churches more latitude for ministering illegal immigrants.</p>
<p>However, critics of the bill say the revisions do nothing to help avoid practices that could lead to racial profiling and discrimination.</p>

			<content:encoded><![CDATA[<p>A 2010 U.S. law that nearly doubled fees for skilled workers to $4,500 per applicant has angered India and prompted the country to file a formal complaint against the U.S. at the World Trade Organization. India claims the fee is too high and discriminates against Indian IT firms.</p>
<p>The bill&#8217;s sponsor, Senator Charles Schumer, said the law was passed at the time in order to stop a small group of companies that were exploiting U.S. law to import foreign workers.</p>
<p>The two countries are at a consulting stage, which is the last step to resolve a dispute before legal action takes place. Lowering the visa fees are a high priority for India, and Trade Minister Anand Sharma said he brought up the issue to U.S. Commerce Secretary John Bryson during his visit last month.</p>

			<content:encoded><![CDATA[<p>U.S. Immigration and Customs Enforcement agents arrested over 3,100 illegal immigrants in the largest government sweep of its kind, the Obama administration announced earlier this week. The sweep targeted criminals convicted of serious crimes who were in the country illegally.</p>
<p>Agents conducted arrests in every state over a six-day period. As part of ICE&#8217;s pledge not to target illegal immigrants who have stayed out of trouble, have family in the country, or came here at a young age, agents instead focused on immigrants convicted of crimes such as murder, drug trafficking, and sex crimes.</p>
<p>Illegal immigrants from 116 countries were arrested and more than a third had more than one criminal conviction.</p>

A bill allowing for the creation and use of illegal immigrant drivers&#8217; licenses was instated in 2002, but later repealed by Governor Schwarzenegger. The effort is the eighth time lawmakers have proposed the drivers&#8217; licenses.</p>

			<content:encoded><![CDATA[<p>On Thursday evening, a<a href="http://www.smithgarg.com"> California Immigration </a>and Customs Enforcement agent, Ezequiel Garcia, opened fire on a superior officer, Kevin Kozak, in the Long Beach immigration and customs enforcement office.</p>
<p>It is believed the Garcia and Kozak were having a heated discussion about Garcia&#8217;s job performance when Garcia opened fire on Kozak with his service weapon.  A separate agent close by to the conversation then shot and killed Garcia to prevent more rounds being fired at Kozak.  Kozak was shot 6 times.  He is currently in stable condition at a local hospital.</p>
<p>According to Claude Arnold, the special agent in charge for I.C.E. in Los Angeles, “We are doing everything humanly possible to understand why it happened and ensure it will not happen again.”</p>

			<content:encoded><![CDATA[<p><a href="http://www.smithgarg.com">Orange County immigration lawyers </a>of Garg &amp; Associates, P.C. are saddened to announce the funeral of singer Whitney Houston this coming Saturday.</p>
<p>Icon and legend, Whitney Houston, died last Saturday in her hotel room at the Beverly Hilton hotel in Los Angeles.  Her body was discovered by her assistant, Mary Jones, in the bathtub.  She was 48 years old.  Police have not released the results of the autopsy report, and the cause of death is still undetermined.</p>
<p>The funeral for Houston will be held at New Hope Baptist Church in Newark, NJ at noon on Saturday. “The family has made it very clear there is going to be a strong musical celebration of her life,” stated Pastor Joe Carter.</p>
